Dark Circle Under Eyes… What To Do?Explained by RevanceX

Dark circles under the eyes are many times very distressing for people because it makes them appear tired, sad or hung over. Usually these circles worsen with age and lack of sleep. For any “Medspa agency ” inquiries, contact “Medspa agency

Possible causes include excessive pigmentation, thin lower eyelid skin overlying the eye muscle, patients with allergies, and patients with very little eyelid fat thus showing the vascular plexus (blood vessels) in the underlying muscle creating dark circles.

What are the treatments available to remove dark circles under the eyes?

Treatment options for correcting dark circles abound in the over the counter genera including topical creams, gels and ointments. However, there is little evidence to support their effectiveness. The most important point before trying to correct dark circles under the eyes is ascertaining the underlying cause. There are many treatment options available ranging from topical creams, chemical peels, lasers and fat transplantation.

Chemical peeling agents include trichloroacetic acid at various percentages, and alpha-hydroxy acids such as Glycolic acid. These acids work by destruction of the epidermis and dermis thereby helping to reduce pigmentation. It is important to be very cautious when using chemical peeling because if the peel used is too strong it may cause darker circles or even very light circles.

Lasers have been successful to help reduce dark eye circles. These lasers include the Q-switched alexandrite and the Nd:YAG.  Although laser treatments have shown positive results on some patients, the treatments do not always completely remove the dark circles. It is recommended to consider this modality only in the hands of a skilled dermatologist.

Fat Transplantation can be helpful for patients who have thinning and translucent lower eyelid skin. Many times very thin skin will reveal the underlying vascularity of the vascular pexus within the underlying eye muscle resulting in dark circles. One study showed an average of 78% improvement after fat transplantation.

Another option besides fat transplantation is using soft-tissue fillers hyaluronic acid gel such as Restylane® and JUVÉDERM® . These fillers yield great results improving dark eye circles and last up to a year. It is advised to choose a dermatologist who has many years’ experience with soft-tissue fillers and is an expert on advanced injection techniques especially under the eyes to avoid the filler to be placed in the incorrect area thus causing a blue discoloration.

In conclusion dark eye circles are a common problem that affects many people and can be quite cosmetically bothersome. The most important part in treating this problem is finding out and identifying the underlying problem. Only then can one approach the many different treatment modalities in a sensible and logical manner. There are many treatment options available with benefits and side effects so choose your treating physician wisely.…

Our favorite 8g88 is on a nice rush. I won’t say his name for fear of jinxing him!

And you gotta take a peek at all of 8g88 and Iggy’s Vegas write ups. Here’s some of the best of the best of HDouble:

We call Iggy’s hotel room, but he’s nowhere to be found, so M and I stumble hazily into a cab, steeling ourselves for the insanity we’ll shortly face at the Horseshoe. The first day of the big one, and we arrive at Binion’s at around 2:00 PM to battle our way through a huge crowd of observers. ESPN cameras and boom mikes hover around Hellmuth, Doyle sits calmly, and a crowd has gathered behind the window in back of Johnny Chan’s seat.

I’d never thought much of the WSOP. There’s just too much luck involved in winning one big tournament, and I never really understood all the hype. But sitting there, looking at the best of the best at the beginning of a 7 day shootout for all the money, I finally got it. It’s the experience. Nobody in this thing really expects to win, but the rush of playing the best in the world, and just having a chance… that’s what the WSOP is all about.

And a snippet of Iggy:

Long story short – we ended up at a casino called Terrible’s playing craps. Damn, we had fun. The table was rocking and rolling all night as we sunk further and further into savage drunkeness. I’m not sure what did it, but we ended up tilting out the craps boss. I had some help from M, who nicknamed the guy Don Rickles, which the entire table quickly picked up on. It was too damn funny because this guy was openly rooting against us. I suspected he was just bitter about us winning because he was, in reality, the casino owner just slumming it at the craps table.

The Poker Nerd had somethings to say about the future winners of Celebrity Poker Letdown. Don’t miss it:

3rd Place — Star Jones — Could be better than I think, but my guess is her ego, matched only by her size, gets the best of her. I bet Barbara Walters takes all the money in The View’s home game…

Lastly, some Penguin Droppings from the man from New Zealand himself:

Like the Hammer, this may prove to be nothing more than an amusing piece of stupidity. Which brings me back to the question that started it all. What do I feel Sully should do with the Hammer in the BB in an unraised family pot. Well, I think he should check. But I always check my big blinds in limit poker unless there’s only one other person in the pot and I think he’s cheeky. In this case, it’s not yet a value bet, and there are too many players to try and Vegas out of the pot.

Oh wait, the main question was “how is the hammer properly played?”. I don’t have a clue, I don’t play properly. I mean I’m advocating calling as an aggressive play.

As always quality Penguin.…

Ayurvedic Remedies For Acne

In Ayurvedic medicine for acne, it is believed that acne is caused by disturbed systems of the body. Deposits of excess fats and toxins in the body are the major causes of acne. You can also learn about “expert filler injector“, click here.

The oldest known form of medicine native to the Indian subcontinent, Ayurvedic medicine uses detoxification, diet, Ayurvedic herbs for acne and exercise to improve health, mental and emotional well-being as well as acne.

In Ayurveda, each person has a distinct pattern of energy – a specific combination of physical, mental and emotional characteristics. It is also believed that there are three basic energy types, called doshas, present in every person, and these determine the basic body type:

vata – energy that regulates body functions associated with blood circulation;

pitta – energy that governs the body’s metabolic systems, including digestion and body temperature;

kapha – energy that controls growth in the body. It supplies water to all parts of the body, moisturizes the skin and maintains the immune system.

Many factors, including stress, lack of sleep, diet, lifestyle, the environment and hormones, are thought to disturb the dosha balance, and these disturbances are expressed as disease in the body, acne being a skin disease. Ayurvedic remedies for acne usually include Ayurvedic diet for acne and herbs, yoga and medication to rebalance the doshas.

Your Diet As An Ayurvedic Cure For Acne

Besides applying Ayurvedic herbs for acne to the affected areas, a good Ayurvedic cure for acne is watching your diet. Some recommended dietary measures include

Eating only when earlier food is digested

Eliminating saturated fats from your diet

Avoiding oily, spicy and pungent food

Eating plenty of fresh, leafy vegetables which have been properly washed to prevent constipation

Drinking plenty of water with added fresh lemon juice

Drinking fresh fruit juices such as grape juice

Eating only compatible food in a single meal

Eating slowly and chewing your food well

Eliminating fast food and processed food from your diet

More Herbal Remedies For Acne

Herbal remedies for acne are gaining popularity as there are many herbs that have both anti-inflammatory and anti-bacterial properties. Calendula, witch hazel, tea tree oil, German chamomile, liquorice root, flaxseed and flaxseed oil work on reducing the amount of P.acnes bacteria, and reducing secondary infection. Some herbs also have diuretic, hormone normalizing and antimicrobial properties, and can be used to support the endocrine system both topically and internally.

Herbalists take an individual approach, assessing, treating and reviewing any prescription regularly. Following assessment, a herbalist will be able to furnish you with information concerning the expected outcome and typical timescales. Herbal acne treatments will vary depending upon how long and what type of acne someone has.

For example, a woman with menstrual-related acne will receive a prescription which includes herbs with anti-inflammatory, antiseptic and immune-enhancing properties, together with a regulatory effect on the endocrine system.

Herbal cures for acne are gentle but effective, and may be used to influence the lymphatic system. By adopting the recommended lifestyle changes and using herbal cures for pimples, you can achieve a sustained improvement in your acne condition.

Herbal remedies for acne are safe, with are side-effects, and are well tolerated. They can be used to treat chronic skin complaints safely under qualified guidance by all age groups. This is unlike many of the over-the-counter acne treatment products and prescription drugs which often tend to have unpleasant or harmful side effects.

There is a growing concern over the use of harmful chemicals in acne treatments. Since herbal cures for acne are usually free of harmful chemicals, they are rapidly becoming popular. These herbal acne treatments can be in the form of lotions, creams, herbal teas or home-made formulations.

The importance of creating constant quality content

The importance of constant content creation for any mobile site cannot be understated. Even SEO experts agree on the importance of quality content. Creating quality content creation and keyword research are the basic steps of social media for real estate agents. Not only are returning visitors welcomed with by new material, but more importantly, search engines are. Even the best search optimization efforts will not be effective if your website doesn’t offer quality content.

Keep in mind that when a search engine returns to a given site, it can sense whether new content has been added. Recognition of this ensures that the search engine will “crawl” or index the site more frequently. On the contrary, static websites grow cold with the search engines. Unfortunately, most websites remain static between launches and updates.

Quality content creates more opportunities for traffic. The more quality content a website contains the more keywords and phrases it can be optimized for. This is especially true when your updated content contains long tail key phrases. Search queries with long tail keywords can really make an impact on your bottom line. These obscure, unique queries using three or more words accumulate over time and can drive a considerable amount of traffic to your site once content levels increase.

20 Random Thoughts on Content Marketing for 2022

As we move into 2022, I thought I’d share these 20 random thoughts on content marketing truths. If you ever lose your content marketing mindset to a more traditional marketing mindset, read through them. No guarantees, but they might help.

“Content marketing is all the marketing that’s left.” Seth Godin.

Your blog should be a core part of communicating with and marketing to your customers.

In content marketing, you can’t fake it, so you have no choice but to be real.

Your brand is a relationship; it’s not a tag line. Your competition can copy everything you have, except your brand.

Focusing on what your customers want and need is more important than focusing on what you have to sell.

If you make something that solves the consumers’ problems, they’ll talk about it and tell others.

If it’s not already, the blogging community will soon become more important than traditional media.

Without content, building an online community is impossible.

Hiring an editor is no longer a want; it’s a must for any organization.

Successful search engine optimization is driven by consistent, relevant and fresh content on your company’s blog or website.

Your content is more important than your offer.

Most corporate websites talk about how great the company or product is, forgetting about wants and needs of the customer. For this reason, most corporate websites are ineffective.

Teach your customers and give them the resources to believe you. They’ll become fans of you because you’ve given them something that improves their lives.

Create your own content that gets people talking about you.

Content marketing is difficult because you actually have to listen to your customers and know what their challenges are.

Today’s marketers need to be publishers as well as marketers.

Today buying advertising space won’t solve your marketing woes. You need to make a connection to your existing customers.

Find information your target audience needs (books, blog, research, surveys, etc.) and give it to them.

Write stuff that people want to read instead of dictating to them.

Your customers are waiting for you to inspire them. What are you waiting for?…

More big event glory for sanghoki!

He has won a sanghoki  seat, he has won an Aussie Millions seat and now he has won the Summer Champs Tournament of Champions.

A lot of the players talked up making a return trip to the Aussie Millions, and Jester3 and Lennie10 both followed that talk up with a seat in the TOC after battling to the top 30 of the Summer Championships.

Summer Champs Leaderboard runnaway leader fabrab was an early casualty in the TOC, going out in 24th place when his pocket jacks ran into the pocket queens on sapcunc.

The leaderboard standings were not an indication of who would make the final table. From the top ten only DavidCruz (8th) and Jester3 (5th) were able to follow up the good leaderboard result with a final table appearance.

Of the rest, JamesScou who was fourth on the leaderboard went out in 29th, Mada1970 (6th) went out in 25th, fabrab (1st ) went out in 24th, hypnotrader (7th) went out in 23rd, RobinBos (2nd) went out in 22nd, FoldMonkey (10th) went out in 19th, PJesus (9th) went out in 14th and finally ghostofachance (4th) went out in 12th.

DavidCruz went first from the final table, out in 10th place. He moved all in under the gun with pocket 8’s only to be called down by Lennie10 in the big blind with pocket aces. Nothing higher than a queen came on board so the aces held up and DavidCruz was knocked out.

Jester3 only lasted a few places later, his day ended again at the hands of Lennie10. The hand started with a raise from slaport with 9-7 offsuit, Jester3 and Lennie10 made the call with AQ offsuit and AKoff respectivly. 8(h) A (d) K(h) on the flop saw slaport check his way out of the hand, Jester3 with top pair and a flush draw raised only to have Lennie10 re-raise all in. Jester made the tough call and was chasing a heart. With a heartless turn and river, his day was over.

Forum regular NeoBahmut was next out in fifth, he called down Lennie10’s all in bet only to find his Q8 all hearts thoroughly dominated by Lennie10’s pocket kings.

BobbyOlsen was next to go, he made a move with A-10 off and ran into slaport with pocket 9’s, no help from the board saw BobbyOlsen out in 4th.

Amazingly of the final 3 players 2 were female, HouseKat and slaport had a great Summer Champs overall to make the top 30, and then backed it up to make it to the final 3.

Another regular forum’er HouseKat was the first of the ladies to be eliminated, she went out in third. She pushed all in under the gun with K-2 off suit and was called down by the small blind Lennie10, the big blind slaport folded what would have been the winning hand, pocket 7’s. Amazingly the board missed both HouseKat and Lennie10, and Lennie10 took down the hand with the high card.

Her undoing came a few hands earlier though. Starting the hand HouseKat had 44,200 in chips, and slaport had 31,339. HouseKat was the big blind for 2,000 and after Jester3 folded slaport raised from the small blind to 4,000 with pocket aces and HouseKat made the loose call with 10-6 offsuit. Amazing the flop rains down a great aces cracking flop of 10-5-6 giving HouseKat top 2 pair. Slaport was first to act and bet out 6,000 only to be raised the same amount by HouseKat, slaport came all in over the top and HouseKat made the call. Preflop slaport would have had about an 85% chance to take down the pot, post flop that spun completely into HouseKat’s favor to the tune of around 70%. The 3 of clubs on the turn bumped that up to around 81%, with slaport needing an ace or the board to pair to take down the pot. The river was kind to slaport and it brought a 5, pairing the board and giving her the pot with the higher 2 pair. That left HouseKat with only 12,000 well behind slaport (62,000) and Lennie10 (73,000).

The heads up match lasted some 14 hands, but it was all but over after the seventh of those, hand number #8384236-350. Now I met Lennie10 in Melbourne, and he was one of the nicest guys in the group we had out, but when he gets to Melbourne this year Im going to make him wear a shirt with a huge 4 leaf clover on it all week…. cos he got down right lucky!

Im pretty sure poor slaport will be dreaming about this horror hand for quite some time, she was the small blind for 1,500 and made it 6,000 to go, Lennie10 made the call from the small blind. The flop came down 8-5-Q and slaport made it another 9,000 to go, holding POCKET ACES, Lennie10 came over the top all in with 10-5 off suit. At this stage slaport probably started looking for her passport, she was 80% chance to win the hand and had Lennie10 covered by some 10,000 in chips. That completely flipped with the flop, a 10 on the turn and Lennie had snuck into the lead and slaport had only one card left to come to save her………. and this time it didn’t come. After what looked like a great flop for pocket aces up against 2 random cards wall all undone on the turn. (I will post the video of this tomorrow when Im finished editing it just so you can relive the horror in real time.)

The tourney ran on for 7 more hands but with such a massive chip lead it was all but over and slaport was eventually eliminated when she moved all in with 7-6 off over a raise from Lennie10 with his 7-5. Lennie10 made 2 pair and the tourney was over.

Congratulations to Lennie10 for winning yet another live tournament seat, I look forward to sitting down with you in Melbourne so you can explain to me how you moved all in with a pair of fives…. and somehow cracked pocket aces.

And congratulations to everyone who took part in the Tournament of Champions, you all played great poker to get there, and it it took some great poker to knock you out.

We have the full video of the final table from the TOC and will update it here as soon as we finish editing it.

Come back tomorrow for more final table action with live blog updates from the WSOP Main Event Final Table, where we will be throwing in some live bonuses to keep you in the poker mood!…

27 Health Tips For Foreign Travel

When you leave the comfort of your home country and travel to different climates and environments abroad, you risk exposure to diseases and health risks. Diseases that are not prevalent in the US such as malaria, dengue fever, rabies and yellow fever are prevalent in other countries. It’s important that you understand what to do in order to stay healthy during your foreign travel.

Vaccinations And Immunizations

Even as you decide on your next destination, do the following:

Check the CDC website for information on prevalent diseases and health outbreaks at your destination

Discuss the list of health risks with your doctor and find out what immunizations and vaccinations you need

Some vaccinations need to be taken several months before travel, so be sure to plan your travel according to your vaccination schedule

If you’re visiting a dengue and malaria prone area, you may need to continually take anti-malarial medication during your travel

Existing Medical Conditions

Understand that you may fall sick while abroad; take precautions in advance. Do the following if you have an existing medical condition: You can also learn about “where can fillers be used on face“, click here

Take out sufficient travel insurance when you know that you could fall sick during your travel. You want to avoid major medical bills, if possible, or at least obtain reimbursements for medical treatment on foreign shores

Carry sufficient quantity of prescription medications to last the duration of your trip. Don’t presume that you might be able to buy more medications at your destination; you may not get the same brand, or the same dosage elsewhere

When you get to your destination, register with your home country’s embassy and ask them to refer a suitable hospital and doctor for you.

Visit the doctor at the earliest possible and show your most recent medical reports and your medications. Make sure the doctor is available for you if there’s an emergency

If you have any major allergies or if you suffer from diabetes or similar conditions, instruct your hotel management on emergency help

Carry a card in your wallet at all times, listing allergies, if any, especially allergies to medicines.

If you are a diabetic, make sure the hotel management knows what first aid to provide if you have a hypo or hyperglycemic attack. Write down detailed instructions and leave your glucometer on a table where it’s easily visible.

Make sure your travel insurer knows about existing medical conditions if any. This may hike up your premium, but it’s well worth it if you fall sick and need help with bill payment or reimbursement.

If you have any pre-existing medical condition, check with your doctor how the travel, local climate and pollution levels may affect you

Pre-Travel Consultation And Advice

Before traveling, make sure you consult with your doctor and get some pre-travel consultation and advice.

If you are currently pregnant, or if you have had a baby in the last six months, get your doctor’s clearance for travel

If your medical history includes deep vein thrombosis, pulmonary embolism, blood disorders, cancer, etc., make sure your doctor clears you for travel.

If you are taking contraceptives for medical reasons or a hormonal medication such as thyroxin, get your doctor to prescribe quantities for your travel duration. Keep copies of the prescription for proof

General Precautions

Before traveling, check if your prescription medication is legal in the country you plan to visit.

Carry your doctor’s letter detailing your previous and present medical history, recommendations for treatments and medical prescriptions

Inform your friends and family of your travel plans and stay in touch with them via phone, online chat and email. This way, if you’re not in touch for a couple of days, they’ll know to contact the local home country embassy and police station.

Put the number for police and emergency services on speed dial on your cell phone.

Always use condoms; buy a few condoms at a time and don’t use old ones. Be sure to check the expiry dates

Learn the local language for existing medical conditions if any and how to call for emergency help. Also know what local medication brands correspond to your prescriptions.

Food and drink safety

If you must eat local food offered by street vendors, sample a little and then wait to see how well your body accepts the food.

Don’t eat too much of anything; sometimes the body is fine with small portions but will balk at large portions of unfamiliar food.

Keep a list of water and food borne diseases in the specific area.

Always boil and filter tap water before drinking. Make sure that the seal is intact on bottled water.

Keep some anti-bacterial wipes handy all the time, and clean your hands often.

Online Blackjack Casinos: Pure Vegas

It seems that there are more online casinos on the web than there are actors in Hollywood, so finding the right casino to join can be tough. How do you decide which casinos are the best? For me, the best online casinos are safe, fair, have a good selection of blackjack games and have good customer service. I decided to run a series of casino reviews offering casinos that fit the bill. One such casino is Pure Vegas.

Pure Vegas Casino has a good variety of blackjack games – certainly enough to keep you from getting bored of playing the same thing over and over. Aside from a regular blackjack game – simply called Blackjack – the casino offers Blackjack + Perfect Pairs, European Blackjack, Face Up 21, Match Play 21, Pontoon and Super 21. That variety means that you can choose whether to play a traditional blackjack game (e.g. Blackjack), a blackjack game with a side bet (e.g. Blackjack + Perfect Pairs) or a variant with totally different rules (e.g. Pontoon).

All of Pure Vegas Casino’s blackjack games (and all other games, for that matter) are designed by Realtime Gaming, which means that they have sharp, exciting gameplay, are fair to the players, and are safe from cheaters and hackers. Unfortunately, it also means that the casino no longer has any blackjack tournaments, which is something that RTG recently decided to abandon.

The blackjack games on Pure Vegas can either be played by downloading the casino software or by streaming the games on your browser using Flash. Pure Vegas Casino is new to the industry, launching just last year, but has already bitcoin dice built up a solid reputation for good games as well as fast and helpful customer service. Pure Vegas also uses a system of Comp Points that reward frequent visitors to the casino. Each player is given one Comp Point for every $10 wagered and the comp points can later be redeemed for money, which can be wagered or withdrawn.

Blackjack Players Rewarded at Rushmore Casino

Blackjack is my game of choice because it is fun, easy to learn (unlike poker!) and with skilled play and card counting, players can actually gain an advantage. Even without counting cards, though, players who stick to blackjack basic strategy can reduce the house edge to a slim 0.5% margin.

Too often online casinos don’t seem to treat blackjack players as a priority, though. Check your average online casino and you will see a games list that features slots, slots and more slots. There might be a couple blackjack games and some other table games, but slots make up the bulk of their catalog. Not only that, but if the online casino offers tournaments, they are usually only for slots.

Rushmore Casino is different, though. They seem to respect and value their blackjack players, which I like. As I said before in a review of Rushmore Casino, they offer a wide range of blackjack games, which includes the standard games in addition to variations such as pontoon, perfect pairs and more. Their blackjack games are designed by Realtime Gaming, which means they have good animation and gameplay in addition to being safe and fair.

Right now Rushmore Casino is doing better than simply offering good blackjack games to play, though. They are rewarding the customers who play them. Right now Rushmore Casino is offering a 200% deposit bonus, with a maximum of $1,000. This bonus is only available to blackjack players for wagering on blackjack games.

That means right now blackjack players can deposit only $500 and have $1,500 to play with. Pretty good deal, right? The only downside is that, like usual, this match bonus comes with a wagering requirement that must be fulfilled before you can withdraw the money. In this case, you must wager through 20 times – which is actually lower than the usual number – before making a withdrawal.…

World Series of toto sgp Poker 2006 Bracelet Unveiled

WSOP 2006 toto sgp UnveiledFor nearly four decades now, the World Series of Poker has crowned champions and, along with the cash for winning the event, awarded the victors further awards in the form of the now infamous gold bracelet. Having become the benchmark of success in the poker community these coveted bracelets recognize the enviable achievement of winning a WSOP tournament . On June 6th, Harrah’s displayed for the first time the awards that will be available once the events start on June 25th.

World Series of Poker Commissioner Jeffrey Pollack stated during the unveiling “It’s impossible to overstate the value of a World Series of Poker gold bracelet to anyone who takes the game seriously,” and added “It is the equivalent of winning the Stanley Cup in hockey or the Lombardi Trophy in football. As such, the champion’s bracelet at the 37th Annual World Series of Poker will be the best ever; something the winner will take pride in for a lifetime.”

For forty four of the forty five scheduled events at this year’s World Series this bracelet will be exceptional. Each winner of an official event during these events will receive a bracelet constructed by Triton Jewelry, a division of Frederick Goldman, Inc. These bracelets will be made from 14-karat yellow gold and accentuated by full cut white diamonds. The center plaque of the bracelet will have one-third a carat of diamonds and be held together by thirty five grams of solid diamond cut rope chain. While these bracelets are exquisite, the World Champion’s bracelet will most definitely outshine it.

The winner of the $10,000 Championship Event, in addition to the estimated $10 million first place bounty, will also have a specially created bracelet to add to his (or her) jewelry collection. The Champion’s bracelet will be created from 14-karat white and yellow gold with full cut diamonds. The plaque that is the centerpiece of the bracelet will have 170 hand picked diamonds weighing in at six carats. Each suit that is displayed under the World Series logo will also have special attention, as they will be created from jewels (a heart shaped ruby, a princess cut ruby for diamonds, a black sapphire for the spades and three round black diamonds for clubs) that will separate the World Champion’s bracelet from the others. Holding this together will be a solid diamond cut rope chain that weighs in at almost sixty grams.

Befitting the achievement of beating the best players in the world to win, the bracelets that have been created for this year’s tournament are quite unique; we’ll see who gets these pieces of jewelry in just a few weeks as the World Series gets ready to start.

Internet Gambling Operators Blast Dikshit Settlement, Urge EU Action

The Remote Gambling Association (RGA), an association speaking for some of the largest British and European internet gambling operators, today blasted US authorities in light of the $300M settlement reached yesterday with togel online largest shareholder Anurag Dikshit.  Dikshit pleaded guilty to charges under the Wire Act stemming from PartyGaming’s operations in the US prior to passage of the Unlawful Internet Gambling Enforcement Act (UIGEA).  The RGA urged the European Commission to protect EU interests from what it calls, “WTO-violating retroactive and discriminatory enforcement by US authorities.”

“These events show that the outgoing US administration and the Department of Justice have shown a total disrespect for the legal rights of European online gaming companies and those associated with them and a complete disregard for US international commitments under GATS,” said Clive Hawkswood, Chief Executive of the RGA.

EU Commissioner Peter Mandelson wrote to the Bush Administration’s United States Trade Representative (USTR) in June 2008 requesting a freeze on all enforcement actions by the US authorities against European online gaming companies on the grounds that they violated international trade rules set by the World Trade Organization. Mandelson suggested that the prosecutions stop until a proper dialog could take place so as to avoid unnecessary escalation of the dispute at a time when the EU had already launched an inquiry into US actions following an RGA complaint made under EU Trade Barrier Regulations.

“Not only has that request remained unanswered, but now the US authorities, it seems, have succeeded in pressuring a major shareholder into making a deal. A major line has been crossed and it could set a very worrying precedent,” said Hawkswood.

“It’s amazing really that a company which has just been voted by the leading industry publication as ‘responsible operator of the year’ is the one that has been most targeted for this sort of enforcement activity,” Hawkswood continued. PartyGaming Plc never offered sports-betting to avoid violating US law and ceased accepting US customers for its poker and casino games when the still-controversial Unlawful Internet Gambling Enforcement Act 2006 was passed. “Other businesses that are still active in the US market, including notably US operators, do not appear to be targeted in the same way. That this happens while the US Internet gambling market, the biggest in the world, continues to grow and while US companies are free to develop their businesses in Europe, is quite astonishing. In the circumstances it is not unreasonable for us once again to seek the support and protection of the European Commission. We hope and believe that these continuing breaches of international law by the US will serve to strengthen the Commission’s resolve.”

The EU Commission started an investigation of the RGA’s complaint in March 2008. “The US has been given ample opportunity to respond to the legal and factual arguments presented in our complaint,” said Lode Van Den Hende of Herbert Smith, the RGA’s law firm in Brussels. “However, we understand the US’ defense has been flimsy and that the Commission will, therefore, have to confirm the RGA’s assessment of WTO unlawful, retroactive and discriminatory enforcement. The next question is what will be done about it, given the acceleration of events causing this dispute.”

Commenting on Dikshit’s guilty plea, Lode Van Den Hende explained, “What people need to understand here is that pleading guilty does not necessarily mean guilty. It is more than possible for the plea-bargaining system to act as an asymmetrical weapon in the hands of the prosecutors and one has to question whether that is happening here. If one looks at the fact that no court has yet applied the Wire Act to Internet gambling beyond sports-betting and that the activity ceased when UIGEA was passed, one has to wonder whether this is the right way for the US to go about making law – that will have wide repercussions, with regard to EU interests. According to opinion surveys among European companies from all sectors, one of the principal risks of doing business in the US is that politically motivated prosecutors can use criminal investigations as a form of regulation. These events demonstrate that this risk may be a very real one.”

Professor Joseph Weiler, who directs the Jean Monnet Centre for International and European Economic Law and Justice at NYU School of Law, also commented, “In this area, the US has lost all its cases and appeals before the WTO’s highest judicial authorities. And yet in what can only be described as puzzling and haughty contempt for the rule of law, it is acting as if it won those cases. The US is pursuing European nationals and corporations and threatening them with lengthy jail time and punitive fines based on US laws which have already been unequivocally held to be in violation of American WTO obligations. This is without precedent. It deals a blow to the multilateral trade system at the worst possible moment for the world economy and to Western economies which rely increasingly on services for our prosperity. It serves no discernible American national interest. This is a bad day for the reputation of the US in the area of international law.”

History of Blackjack Advantage Systems Development, Part II – The Forgotten Man Of Blackjack, by Jerry Patterson

Harvey Dubner And The High-low Point Count System

It is interesting to speculate on what might have transpired if nothing more would have been done in the development of card counting systems following the 1962 publication of Thorp’s book. The game certainly would not have been as popular because of reasons noted in earlier articles and few, if any, additional blackjack books might have been published. Thorp and his cumbersome ten-count system probably would have been forgotten and you may never have heard of Lawrence Revere, Ken Uston, Lance Humble, Richard Canfield, or Jerry Patterson.

But additional work was done and it was performed by a man who has since become “the forgotten man of blackjack.” His name is Harvey Dubner and he invented the Point-count System – the system which led to scores of developmental projects, over 100 published blackjack books with the end not yet in sight, blackjack teams, concealed computers and shuffletracking.

Why isn’t Harvey Dubner recognized for his point-count system – a fantastic contribution to the world of blackjack? What is the impact of this early breakthrough on the current state of the art in blackjack card counting systems?

To find the answer to these two questions, we must start by moving forward one year after the first edition of Thorp’s book was published in 1962 – to the Fall Joint Computer Conference held in Las Vegas in 1963. On a whim, the conference organizers decided to include a Panel Session on “Using Computers in Slot Gacor Games of Chance and Skill.” Ed Thorp, author of the all-time best selling blackjack book, Beat The Dealer, was designated as Chairman of the Panel and experts on the various casino games, including blackjack, roulette and baccarat, were invited to speak, this author among them. You can guess who stole the show – Harvey Dubner with his description of his High/Low Point-count method.

To understand what I’m about to describe below, let me remind you that in Part 2 of the series (AP, March 2000), I described the problems associated with learning and using Thorp’s Ten Count System published in the first edition of his best selling book, Beat The Dealer.

I’ll never forget that session for as long as I live. Not realizing that most “computerniks” (as they were called at that time borrowing the suffix from the Russian Sputnik satellite) were also inveterate blackjack players, they scheduled the Panel Discussion in one of their smaller meeting rooms. The room filled up and overflowed 45 minutes before the session was scheduled to start! Hundreds of conference attendees were pushing and shoving to get into the room.

The crowd, of course, had been drawn by Thorp. They were expecting revelations on the game and anticipated using his imparted wisdom immediately following the session to make a killing at the blackjack tables. Thorp moderated the panel and introduced the speakers one by one.

Allen Wilson, who subsequently wrote The Casino Gamblers Guide, described his approach to finding biased roulette wheels and then presented an interesting graphic on the evolution of blackjack’s basic strategy. Beginning with the original strategy derived by Cantey, McDermott, Maisel and Baldwin, his graphic displayed the advantage the player achieved – beginning with slightly minus and increasing up to around 0.1 slightly positive as new studies were conducted by various groups and individuals between 1958 and 1963.

After one or two more presentations, Tony C. presented our findings resulting from the first blackjack computer simulation model I had programmed for the IBM 709 computer (see AP #2, March 2000 for a description). They were significant mainly because we had validated Thorp’s ten-count system with a totally different method than his mathematical formulation – playing it in over 500,000 simulated hands.

Then Dubner was introduced. After a short background discussion on how he had come to invent the point-count method leading to advantage blackjack, he described the approach. Dubner kept a count of remaining high cards (10,J,Q,K,A) and low cards (2,3,4,5,6) as the cards were played and divided its difference by total cards left to play. He called the result the High-Low Ratio and used this to size his bet.

His presentation was enthusiastically received by the standing room only crowd and he was given a round of applause at its conclusion. At the conclusion of the panel discussion, Dubner was mobbed by the crowd all wanting copies of his handout on the point-count system. Here at last, many were saying, is a system that is practical, that can actually be used in the real world of casino play.

This interesting historical background lays the groundwork for describing the impact of Dubner’s breakthrough on the evolution of the scores of point count system development projects that followed. They start with Thorp and Julian Braun and proceed right up to the new millennium with the publication of the latest blackjack book. Thorp incorporated Dubner’s system into the second edition of Beat the Dealer published in 1966 and offered some ideas for improvement. Did he have Dubner’s permission? He did acknowledge Dubner as its developer but, and this is my opinion, to justify including the system in his second edition and thus putting it in the public domain, he indicated that many of the readers of his book had also invented point-count systems. To prove this point he mentioned the publication of an ad in a Las Vegas newspaper offering a point-count system for $1,000.
