What could be a more authentic World Cup experience than watching the host nation strut its stuff in its capital city? For some reason, FIFA had made a mistake with my press pass and instead of being in the printed press section, I was lumped in with the television boys. Being surrounded on all sides by Ecuadorian commentators speaking so fast that sweat was pouring down their faces was an interesting experience, more so that the procession that the game turned into.

 

 

Talking to a couple of these guys after the game, none were too concerned about whether they faced England or Sweden. “England haven’t showed their power yet,” said the commentator for RCO TV, “and I don’t think they will. They are a strong but limited team. I am confident that we can beat England or Sweden.”

 

Perhaps the fans were the same as none seemed remotely concerned about losing the game and were singing and dancing outside the stadium after the game in much the same way as they done before.

As one of the few studies to quantify the prevalence of problem gambling among Southeast Asian refugees, Petry’s work has been welcomed by Armentano and others who treat gambling addictions. But for the social workers serving the Southeast Asian community profiled in the study, feelings are more ambivalent.

 

While acknowledging that Petry’s study highlights a very damaging problem, many say its methods were flawed, its results inflated and its conclusions unfair.

 

Like most scholarly papers of its kind, Petry’s study, Gambling Participation and Problem Gambling Among South East Asian Refugees to the United States, is long on observations and short on conclusions.

 

Still, the last paragraph of the seven-page study which was featured in the August issue of Psychological Services, notes that “many members of South East Asian community centers experienced physical torture in their home countries.”

 

“Gambling,” the report continues, “may have a unique draw for persons who have experienced severe and persistent abuse.”

 

Some Southeast Asian leaders say it is wrong to speculate that trauma drives Southeast Asian refugees to gamble. Ironically, some of these same skeptics encouraged Petry’s research and provided her study subjects. One even appears as the paper’s co-author, who began her life as a refugee activist not long after she escaped Cambodia and then founded in 1982 the Khmer Health Advocates with the help of three American nurses who had served Cambodian refugees in Thailand. She concedes that the report does not reflect the whole picture. “It only draws from people who went for help at social service centers. From that it does a lot of assuming,” she says. “The study assumes in the summary that this is a culture [of gambling]. That is not fair to this culture. It’s not a cultural study.”

 

Cambodians in the study were found to wager more frequently and spend more money on an average than either Laotians or Vietnamese. They were also found to wager more frequently on a number of games — slots, horse racing, dice — than the other two groups.

 

Gambling is a phenomenon indigenous to many Southeast Asian cultures. People who reach the United States may not be accustomed to the garish glamour of American gambling but they know something of its form.

 

The city of Poipet, Cambodia on the Thai border is an upscale gambling mecca of the region. Quy Tran, a leader of the Vietnamese community in Connecticut, explains how Vietnamese children are raised on gambling bloodsports like fish, cricket and cock fighting.

 

“I think that the 60 percent compulsive gambling is unbelievable,” says Tran, vice president of the Vietnamese Mutual Assistance Association and a loan agent for People’s Bank in Waterbury, speaking of the Petry study. “Frankly I would be surprised if it was anything above 10 percent in the general refugee population.”

 

Tran, who calls himself an occasional casino patron, arrived in the United States as one of thousands of “boat people” fleeing Vietnam after the fall of South Vietnam in 1975. He also faults the study sample. “Such a study should be random,” Tran says. “Most people who go to a community center already need help.” Tran suggests casino might be one of the few recreational outlets available for refugees without the need to know English well.

 

The report concedes that its method has “some weaknesses” such as its relying on social workers to provide study subjects. “We did not use random sampling procedures,” it allows, “and there may have been some response bias.”

 

Still, Petry says that the report is valuable and insists that there is some evidence that trauma is a contributing factor to the onset of pathological gambling.

 

Petry says she recently completed a further study examining the occurrences of childhood abuse among pathological gamblers within the general population. The study finds that a high proportion of gamblers had a history of childhood trauma and abuse.

 

Yes, Petry says, there is a constellation of factors that contribute to pathological gambling and trauma is just one. But what is beyond doubt, the researcher says, is that gambling is prevalent in the Southeast Asian refugee. The only ones who benefit from that are the casinos.

Whether with their friends at parties, at school or in solitude on the Internet, millions of American teens are taking up an ever-more-accessible national pastime — gambling.

Much of the action is small-time — underage purchases of lottery tickets, playing cards or dice games for spare change. But experts say the long-term stakes are high because gamblers who start young are the most likely to develop addiction problems.

 

“This is the first generation of kids growing up when gambling is legal and available virtually nationwide,” said George Meldrum of the Delaware Council on Gambling Problems. “Casinos, racetracks — they take it for granted.”

 

Nationwide statistics on youth gambling are scarce, but regional surveys suggest more than 30 percent of all high school students gamble periodically.

 

Middle-schoolers are following suit, as evidenced by the uncovering of a sports-betting ring at a Glenview, Ill., middle school last year. In Delaware, Meldrum’s agency recently conducted one of the largest-ever surveys of student gambling; nearly one-third of 6,753 participating eighth-graders said they had gambled in 2002.

 

Those who gambled were much more likely than other students to smoke, drink alcohol, use illegal drugs and commit petty crimes, the survey found.

 

Such trends are the focus of research at the International Center for Youth Gambling Problems, based at McGill University in Montreal. The center’s co-director, Jeffrey Dervensky, said studies indicate that compulsive gambling problems afflict up to 8 percent of young gamblers, compared with up to 3 percent of adult gamblers.

 

Adult gambling addicts may seek help when they realize their job or marriage is imperiled, but young people are less likely to do so, Dervensky said.

 

“These kids still live at home, and nobody’s dragging them in, saying, ‘If you don’t go for help, I’m leaving you,”‘ Dervensky said. “These kids steal money, usually from their family. If you get caught, your parents are not going to turn you in.”

 

Keith Whyte, executive director of the National Council on Problem Gambling, said more than 80 percent of American adults now gamble at least occasionally — a possible reason for what he sees as a worrisome tolerance of youth gambling.

“From the first time I actually sat down at a blackjack table and played, when I was 18 or 19, it was pretty obvious I wasn’t normal,” said Sarah, who asked that her last name be withheld. “I wouldn’t want to get up even to go to the bathroom. I was a little crazy. It was all I wanted to do.”

 

Sarah predicted that gambling will spread among young people because of the omnipresence of betting options and the availability of credit cards.

 

While most casinos try to keep underage gamblers off their premises, enforcement is a challenge. Ed Looney of the New Jersey Council on Problem Gambling said Atlantic City’s casinos evict about 34,000 young people annually.

 

Looney and his colleagues visit dozens of New Jersey schools each year, discussing compulsive gambling and learning about the latest trends. A current fad at inner-city schools is see-low, a dice game played for money even by preteens, Looney said.

 

Looney said betting on sports is epidemic at colleges, and he estimated that 40 percent of New Jersey adolescents play the lottery, which is meant to be off-limits to anyone under 18.

 

Others complain that enforcement in many states is lax, and not enough public money is spent to help young gambling addicts.

 

“You see lottery ticket vending machines which say, ‘Don’t use if you’re not 18’ but who’s patrolling them?” said Whyte of the National Council on Problem Gambling.

 

The recent survey in Delaware found that 9 percent of eighth-graders had gambled on Internet sites offering electronic forms of slot machines and card games. Many experts believe this type of gambling will become increasingly tempting to young people.

 

“The Internet provides the holy trinity of risk factors — immediate access, anonymity and, with use of a credit card, the ability to gamble with money you don’t really have,” Whyte said.

 

McGill’s Dervensky is worried by Internet gambling sites that incorporate video-game technology.

 

“They give you an illusion of control, a sense that the more you play, the better you get,” he said. “It’s training a whole new generation of kids. Once they get their credit cards, they’re off and running.”

With corruption in privately operated lotteries rampant between 1820 and 1878, the State of New York passed the first constitutional prohibition of lotteries in the United States and Canada, and in 1878 all states except Louisiana prohibited lotteries.

 

Finally, state lotteries were created, starting with New Hampshire, followed by New York and New Jersey, where the world’s first on-line system was implemented in 1971.
