The Commons culture, media and sport committee has been investigating the government’s plans for a major shake-up of gambling laws, with many regulations set to be scrapped or relaxed.

The committee says a statutory levy on the gambling industry would ensure that cash is available to help gambling addicts.

It is estimated that between 275,000 and 370,000 people in the UK are problem gamblers.

‘Polluter pays’

The gambling industry has set up a voluntarily-funded trust to fund research and provide support for organisations such as GamCare and Gordon House, which help addicts.

The report, released on Wednesday, says the trust’s budget of £800,000 this year is inadequate in the light of a target of £3m and warns: “Not enough appears to have been committed to tackle even the existing needs.”

The committee say they are concerned that “there may be a struggle to reach the target of £3m”.

The report adds: “The UFA committee is not wholly persuaded by the pious hope that all casinos will contribute if sufficient moral pressure can be put upon them.”

It also warns about “industry in-fighting” over contributions to the trust.

The committee heard that GamCare – which can only afford to run two telephone helplines or fund the training of more counsellors – was unable to advertise its services for fear of being “swamped”.

The average family spends £3.50 a week on gambling, with operators making £7.2bn profits each year.

The committee was told that taxes on the industry, which employs more than 100,000 people in the UK, bring in £1.5bn a year.

The MPs say there is a “woeful” lack of information on the social effects of gambling when compared with other potentially harmful activities such as drinking and smoking.

One change under the government’s plans would lift restrictions on casinos, with the north-west seaside town of Blackpool hoping the move could aid its regeneration plans with the creation of a Las Vegas-style strip of casinos.

There has been pressure to allow Blackpool to have pilot status in the development of such resort hotels.

Blackpool council chief executive Steve Weaver said he was disappointed by the committee’s verdict.

He said: “We firmly believe that the regeneration from casino de-regulation that Blackpool needs, will not benefit the local community unless the government makes the additional changes we suggested in our evidence to the select committee.”

He said he remained hopeful that the government “will listen to the concerns of the people of Blackpool. ”

The MPs go on to say there is not enough evidence about children’s gambling to justify banning it altogether.

But the committee wants tougher regulations on the availability of gaming machines in non-gambling premises such as cafes, take aways and taxi cab offices.

With a house take often in excess of 20%, beating the track is a daunting task, even for a skilled race handicapper. A lot of factors can affect a given race, and the techniques used for handicapping one race on one track at one point in time may not work at all somewhere else or even at the same track at a later time. Adapting to these variables is difficult, and even if one has some success, a great deal of data must be amassed before a true trend can be established. In How to Beat the Dog Races, long time track veteran Bill McBride tries to suggest some methods by which the reader can learn to win by betting on the dog races.

McBride generally assumes that the reader has at least a passing familiarity with the dog races. The book does not start with a basic introductory chapter. Racing/Betting terms, such as “Exacta” and “Schooling Race” are defined in a fine glossary at the end of the book, but they are not always defined when they are first used in the text. Therefore, someone who is new to dog racing may want to spend some time around the track or find some way to become familiar with the terminology before starting in on this book. Or, failing that, a novice may want to read the book’s glossary thoroughly before staring in on the main text.

The author spends several chapters talking about handicapping. While I am by no means a dog racing expert, it sounds to me like his general tone is pretty good. He categorically states that there’s no single magic way to gain a betting advantage at a track, and the methods that work at one track are by no means assured of making money at another. McBride advocates doing a lot of research before placing a wager, a philosophy I wholeheartedly agree with. He explains the data that one is likely to find in a racing program, and which data have, in his experience, tended to be good indicators of race performance and which haven’t. I believe his approach to generalized handicapping is probably pretty good.

Once a race has been handicapped, the projections need to be translated into mathematics and compared to the posted race odds. The author talks about ligaz11 bets that have a positive ROI (return on investment) and suggests researching a history of races where one would have had a positive ROI using a given set of variables. The reader is then instructed to bet similar races going forward. I’m not sure that’s enough, especially since the number of races that are likely to be meaningful are probably statistically small. I also don’t think that in the long term one can get a 30% edge over the track, as several of McBride’s ROI calculations would demonstrate. This is not to say that these aren’t profitable bets, it’s just that given a small sample size, we would expect that some winning bets to appear as losers, and some situations that look extremely profitable to not turn out to be quite so good. Moreover, this method will not always spot the maximally profitable situations. Therefore, I think the book is a better handicapping guide than it is a wagering manual.

Despite my criticisms about the way the author chooses to place his bets, the methodology presented in this book would be a huge step forward for most race bettors. Further, it’s likely that many of the readers of this book would be less likely to adopt a more math intensive handicapping system, although I think that if one were to use a more elaborate model for the race conditions that the industrious student could improve their results.

In How to Beat the Dog Races, Bill McBride describes methods to win at greyhound race tracks. If the reader is a complete novice at dog racing, it may be worthwhile to use some other book as a primer, this one is aimed at intermediate or more advanced students. The author promotes deep research and hard work over “magic” systems, and while I don’t feel qualified to judge the merits of his handicapping techniques, it’s an approach I admire. For my taste, the betting systems section isn’t as mathematically rigorous as I’d prefer, but as a handicapping guide, this book seems pretty sound.…

Decided to try and put aside some proper time to this today but still didn’t really get round to it.

Happy with the days profit though especially as I had a bit of a mare from the start in the Henman game. Luckily I’d decided to only trade with £250 again as per yesterday. And lucky it was too as got on the wrong side of a 1st game break and then ended up laying Henman twice at near his high point. OK, I admit I meant to do it once (!) but the second was an accidental click on the one click software I use immediately after the first. Not done that for a while and felt a right muppet. More importantly, after a Henman resurgence it left me looking at an equal red of around £340 if I levelled it.

Still, it was pretty early in the match. Always best to stay calm in these circumstances and stick to the basics. And by the time they were 4-4 in the second I was showing a small green on both – and a much larger smile! Decided to leave and get involved again if it went to a 3rd but Henman wrapped it up in the tiebreak.

After an expensive lesson in the past I usually ignore the phone completely when trading but given the situation with my mum (who looks like she’ll be suffering hospital food for at least another two weeks) I thought I should answer as they have my number to call now in case of emergencies.

So I closed the trade out immediatley for a meagre 1 tick profit and that was it till near the end of the set. Got in and out quickly again but caught on the phone again for before the tiebreak so just greened out and left it. For anyone watching the match I think Hrbaty deserved the win in the end.

Federer was up next and something like 1.06 at the off. Always tempted to lay him looking to trade out for a profit later but decided not to get involved at the price with this 1st round opponent.

Hardly an inspiring start then but green is always better than red and we’re just at the start of a very busy 8 weeks in the tennis calendar.

Tottenham’s travails go on after they fell 2-0 away at Udinese in the UEFA Cup.

In England, the home of the beautiful game, plenty of clubs have been alleged victims of gypsy curses.

The most famously hexed team was Derby County, who ascribed their failure to win trophies to the fact they had expelled some Romany folk from the land where they built their old stadium, the Baseball Ground. After paying off some of the gypsies’ descendants in 1946, the Rams duly won the FA Cup for the first time.

More recently, Birmingham City were widely supposed to have been victims of a hundred-year spell which expired in 2006. The Blues took it so seriously that former coach Barry Fry, an ebullient old-school manager not averse a curse or two himself, urinated in the four corners of the field after a psychic (or a charlatan having a laugh) told him it would exorcise the demons.

Leeds also had a run-in with Romany folk when Elland Road was under construction. Their great coach Don Revie employed a gypsy to spiritually cleanse the place in 1971 but unfortunately, having led the First Division for most of that season, they then ended up losing it.

Manchester City is another gullible sap, although on paper the most unsuccessful big club in England had to look to the stars for hope. Gypsies were rumored to have cursed the land on which stood Maine Road, City’s stadium from 1923 to 2003, a good reason for moving to the City of Manchester Stadium. While coach at Maine Road, Kevin Keegan once said, “I haven’t been able to believe how bad our luck has been this season – especially at home. I don’t know whether I’ve run over one black cat or 10 of them.” If they thought they had rid themselves of evil, then what were City doing selling the club to a now-convicted Thai torturer in 2007?

Middlesbrough also evicted some travelling folk in 1901 when they built Ayresome Park and as the caravans were shunted away, ancient curses filled the Boro air.

Over in Wales, Swansea City took it all a bit too seriously when they employed Kenyan tribal dancers to perform a voodoo ceremony at their old Vetch Field ground, after the notorious Uri Geller had claimed there were evil spirits lurking there.

Geller himself, famous psychic and former best pal of Wacko Jacko, has used his magic powers on a number of English clubs, most famously Exeter City, where he became joint chairman in 2002…a year before they dropped out of the Football League.

Geller, a former Israeli paratrooper who forged an inernational career in spoon-bending, placed magic crystals behind one of Exeter’s goals before a crucial play-off game in 1997….which they lost 5-1.

More recently, Oxford United were reported in classic tabloid fashion to have used an exorcist at their new Kassam Stadium. In fact it was nothing more sinister than a blessing from the local Bishop.

And there’s more. When Southampton moved to St Mary’s, some pre-Christian tombs were excavated, leading to rumors the Portsmouth-supporting spirits would have their revenge. I recall seeing some Roman artefacts displayed there, an unusual sight in any football stadium, so who knows? The club took their miserable start at their new home seriously enough to employ a white witch to rid the ground of malevolence, though it didn’t stop Joey popping by later.

Overseas, the football fruitcakes are in full cry: Fenerbahce players in Turkey have sheep’s blood smeared on their cleats when they debut while fans of Romania’s Arges Pitesti once staged a cat’s funeral and roasted a chicken on the field for good fortune.

Dracula’s homeland seems replete with superstition: Romanian teams wearing underwear inside-out, placing herbs in their shoes and not reversing the team bus for good luck, I could go on…Do you remember Anghel Iordanescu, their national team’s coach at USA ’94, brandishing his crucifix and kissing his book of Romanian saints during the game?

So, if Tottenham are suffering from some ingrained evil, it could be because their training ground was once occupied by …yep, it’s as if English soccer teams only have themselves to blame for buying land on the cheap from those funny-looking folk in their trailers, who utter curses as they are shunted away.

I’m not a fan of the invisible. In football it is just too convenient to blame a five-goal thrashing on some odd-looking tea-leaves or birds in the sky instead of what happens with the ball on the grass. While England is a very secular country its soccer is still full of superstition, inevitably perhaps given the millions of people expending such emotion on it each week.

Former National Team coach Glenn Hoddle employed a faith healer to widespread derision during the 1998 World Cup before resigning after some ill-judged comments on reincarnation while forerunner Bobby Robson memorably once said of a forthcoming England game, “It argues well” (sic).

Is it just me, or is not it obvious these highly-paid professional clubs paying assorted soothsayers and con-artists were wasting their time. Again and again, football clubs seem to prove GK Chesterton’s quip that people who deny God won’t believe in nothing – they will believe in anything.

Spurs have more prosaic reasons than superstitious hearsay why they are doing so badly: It is something to do with an over-enthusiastic and ill-thought out transfer policy, a coach and Director of Football not quite in tandem and the fact they sold their best two strikers. It’s not rocket science, but it’s not tarot cards or gypsy curses either.
