The Commons culture, media and sport committee has been investigating the government’s plans for a major shake-up of gambling laws, with many regulations set to be scrapped or relaxed.

The committee says a statutory levy on the gambling industry would ensure that cash is available to help gambling addicts.

It is estimated that between 275,000 and 370,000 people in the UK are problem gamblers.

The report, released on Wednesday, says the trust’s budget of £800,000 this year is inadequate in the light of a target of £3m and warns: “Not enough appears to have been committed to tackle even the existing needs.”

The report adds: “The UFA committee is not wholly persuaded by the pious hope that all casinos will contribute if sufficient moral pressure can be put upon them.”

The committee was told that taxes on the industry, which employs more than 100,000 people in the UK, bring in £1.5bn a year.

The MPs say there is a “woeful” lack of information on the social effects of gambling when compared with other potentially harmful activities such as drinking and smoking.

One change under the government’s plans would lift restrictions on casinos, with the north-west seaside town of Blackpool hoping the move could aid its regeneration plans with the creation of a Las Vegas-style strip of casinos.

There has been pressure to allow Blackpool to have pilot status in the development of such resort hotels.

Blackpool council chief executive Steve Weaver said he was disappointed by the committee’s verdict.

He said he remained hopeful that the government “will listen to the concerns of the people of Blackpool. ”

In How to Beat the Dog Races, long time track veteran Bill McBride tries to suggest some methods by which the reader can learn to win by betting on the dog races.

McBride generally assumes that the reader has at least a passing familiarity with the dog races. The book does not start with a basic introductory chapter. Racing/Betting terms, such as “Exacta” and “Schooling Race” are defined in a fine glossary at the end of the book, but they are not always defined when they are first used in the text. Therefore, someone who is new to dog racing may want to spend some time around the track or find some way to become familiar with the terminology before starting in on this book. Or, failing that, a novice may want to read the book’s glossary thoroughly before staring in on the main text.

The author spends several chapters talking about handicapping. While I am by no means a dog racing expert, it sounds to me like his general tone is pretty good. He categorically states that there’s no single magic way to gain a betting advantage at a track, and the methods that work at one track are by no means assured of making money at another. McBride advocates doing a lot of research before placing a wager, a philosophy I wholeheartedly agree with. He explains the data that one is likely to find in a racing program, and which data have, in his experience, tended to be good indicators of race performance and which haven’t. I believe his approach to generalized handicapping is probably pretty good.

Once a race has been handicapped, the projections need to be translated into mathematics and compared to the posted race odds. The author talks about ligaz11 bets that have a positive ROI (return on investment) and suggests researching a history of races where one would have had a positive ROI using a given set of variables. The reader is then instructed to bet similar races going forward. I’m not sure that’s enough, especially since the number of races that are likely to be meaningful are probably statistically small. I also don’t think that in the long term one can get a 30% edge over the track, as several of McBride’s ROI calculations would demonstrate. This is not to say that these aren’t profitable bets, it’s just that given a small sample size, we would expect that some winning bets to appear as losers, and some situations that look extremely profitable to not turn out to be quite so good. Moreover, this method will not always spot the maximally profitable situations. Therefore, I think the book is a better handicapping guide than it is a wagering manual.

Despite my criticisms about the way the author chooses to place his bets, the methodology presented in this book would be a huge step forward for most race bettors. Further, it’s likely that many of the readers of this book would be less likely to adopt a more math intensive handicapping system, although I think that if one were to use a more elaborate model for the race conditions that the industrious student could improve their results.

Decided to try and put aside some proper time to this today but still didn’t really get round to it.

Happy with the days profit though especially as I had a bit of a mare from the start in the Henman game. Luckily I’d decided to only trade with £250 again as per yesterday. Still, it was pretty early in the match. Always best to stay calm in these circumstances and stick to the basics. And by the time they were 4-4 in the second I was showing a small green on both – and a much larger smile! Decided to leave and get involved again if it went to a 3rd but Henman wrapped it up in the tiebreak.

What could be a more authentic World Cup experience than watching the host nation strut its stuff in its capital city? Germany’s clash with Ecuador on Tuesday afternoon in Berlin’s Olympic Stadium may have lacked some of the traditional tension Bandarqq that one expects on the final game of the group, with both teams already having moved into the second round with a minimum of fuss, but there was a great deal of excitement in the 66,000 crowd.

There were a good number of Ecuador fans on Berlin’s wonderful S-Bahn and in the stadium, their yellow-shirts too bright on a sunny afternoon. One such clad middle-aged South American women asked a German fan on the train to the stadium: “Who is your number nine?”
